Brief Introduction

A medical graduate from the prestigious Government Medical College, Amritsar, Punjab (1994), Dr. Rishi Pal Singh, a dynamic civil servant has served in the ranks of an officer in Punjab Civil Medical Services (1997-1999), Punjab Civil Services (2000-2021), and Indian Administration Services (IAS 2014 Batch) (2021- till date). Presently, he is serving as the Registrar of Punjab Agricultural University (PAU), Ludhiana, since he took the reins in Autumn 2023. Dr. Singh’s excellent tutelage and commitment to fortify the university academically and holistically, stems from his distinguished service in various administrative capacities, where the enshrined motto “Yogah: Karmasu Kaushalam” (translated to “Excellence in Action”) becomes a way of life. Throughout his administrative journey, Dr. Rishi Pal Singh has held key positions across the domains of public health, education, taxation, urban development, municipal governance, and revenue administration. His responsive and innovative oeuvres have led to numerous impactful initiatives, including: Implementation of RO water supply, urban beautification projects, and green belts; Major revenue recoveries, notably in MNREGA, bogus billing, and urban property tax using IT-enabled GIS solutions; Massive afforestation drives, rejuvenation of urban ponds, and city sanitation reforms that earned top rankings under Swachh Bharat Mission; Redressal of long-pending public grievances and establishment of Suvidha Centres for integrated citizen services; Launching women empowerment schemes and monitoring educational upliftment and rehabilitation; Staff recruitment and development of rural HAATs; Collaborating with Punjab Remote Sensing Centre for verification and authentication of data related to taxes; Pioneering flood control and land record modernization as Deputy Commissioner in Tarn Taran and Mansa, Holding courts and hearing appeals under various Acts, to name a few. At PAU, since October 2023, Dr. Rishi Pal Singh has been focusing on expanding academic infrastructure, with particular reference to expansion of Mohinder Singh Randhawa Library at PAU, ensuring pace with digital technologies so that it renders uninterrupted automated services. Dr Singh has also been instrumental in introducing IT-based solutions to enhance efficiency, learning outcomes, transparency, and stakeholder satisfaction. He is passionately driven to the cause of a comprehensive institutional renovation, in terms of architectural aesthetics, functionality and workability in the light of modern day workplace demands. He plays a significant role in signing of Memorandum of Understanding (MoU) with foreign universities and industry stakeholders in order to boost the outreach programmes of the university. A dynamic leader, and a karmayogi with a record of visionary governance, Dr. Rishi Pal Singh combines medical insight, administrative depth, and grassroots sensibility in every role he undertakes.
